Independent Dynamic Core Technology feature changes frequencies of individual cores depending on their usage:

• Heavily loaded cores operate at maximum core frequency.
• Lightly loaded cores operate at lower frequencies, which reduces their power consumption.

This feature was introduced in AMD K10 micro-architecture.
