Well I think this e-mail he sent to me on 21 June says it all (by the way, nothing was fixed, nothing remedied, no chips, no money...and this was 2 months ago Mad ):

"I wanted to take a moment to apologize to you personally for making you feel like our transaction went/is going poorly. This is a new business for me, and combined with an exorbinant amount of emails, and a devastating shipping occurrence, and 2 deaths in the family, I have been under quite a bit of stress lately. As you can see it is past midnight and I am still just finishing up e-mails. In any case, my problems should never be YOUR problems, and for that I do apologize, and I’d like to convey that I will do my best to make it up to you because there is nothing I want more than for people to walk away from a deal and feel happy. At the end of the day, whats most important to me is keeping people happy-and not just because I want more business, but because I truly care about people, and I would expect anyone that I did business with to treat me the same way. So please accept my apology, and let me know if there is anything I can do in addition to offering a few more free chips in addition to some store credits and coupon codes"

He really needs to go see someone and get help...my diagnosis - "a deluded bullsh!tter"

Interesting to note that one of his buyers tested the C8008 he bought off him in a PDP11/34 and it worked so those remarks he was selling look to be genuine

That sucks. Kinda clued me that something might be fishy, since a random guy pops up and just has tons and tons and tons of rare chips, ready to do business at the drop of a hat.

I received a email from NOSchip website today.

I don't know whether it's the truth (He was sick recently I hope it's truth so I still have chance to get my chips.). But I'll give it a try to chase my chips by sending email to him. Hopefully he will arrange to ship my chips to me asap.

Billy, whatever you do, don't withdraw your paypal dispute...get your money back first, then do a deal to pay when the chips arrive. Trust me, if you withdraw your dispute, you will be lucky to ever see your money or chips again. Don't be fooled by this email - he has sent me so many emails with excuses and still I have no chips or my money back and it is now over 3 months

I've always been sceptical when new sellers appear claiming to have large amounts of rare and uncommon chips. Seems a little odd that while he has been too ill to ship high value packages, he was still able to negotiate a contract with a larger company.....

Not wishing to belittle anyone's experience, but I am glad my paranoia has saved me a good chunk of money over the years!

I won't waste my time to chase him If I can file a paypal claim. The 45 days time has expired so I can't do anything from paypal.

All I can do is to chase him by email.

If you paid by credit card through paypal you can lodge a chargeback with your bank. There is much more time available, so you can still get this underway

Billy, it just sounds like another pathetic excuse to me.
If you have not already made a claim with either PayPal or your credit card provider you should do so now.
There are a lot of others out there in the same situation as you and this guy is just stringing you all along hoping that time will prevent you from making a claim.

i have ever help some friends to chargeback from paypal before
both suceeded.
in the latest case , we chargeback 11000 HKD even up to 100 days

PS :
1. i cannot remember where i get the information of timelimits of chargeback
but it could be 2month to 12 month (depend on the bank)
