This is NOT testboard, but microcomputer, in fact first freely sold (and expensive like... some very expensive ) to public in Czechoslovakia.
Really.
It was used generally in schools and other institutions for learning and technological control.
Try ask Google for PMI-80
Now is hard to find it and is expensive more than 20 years before... I haven't one, yet, but hope will find any fine
On the other side, my friends here build replica - identical one (yes, the strange display replaced by standard 7seg.) and advanced Z80 version.
Boards and documentation is available as I know and original ICs too...
