Slots like that are often used for thermal/mechanical stress relief. Could be that they were used to lower the bending force required in setting up the pins, since the leadframe starts out completely flat.

Datecode = week 23, 2000. Not vintage and also not very rare - just too new to be in many collections
Early 68000 may be considered vintage, but the 68SEC part numbers are a much more recent, lower power version of the 68000 core.
In fact, although this part number is no longer available new, the 16MHz part can be bought new from Freescale (although it is no longer in production). This chip ceased to be available for ordering on 30 Jun 2006 and for delivery on 30 Dec 2006.
This chip may be better posted in the "General Discussion (Modern chips)" area (I'm not disputing that it may be the only one known to be in a collection, as I have not checked that...) _________________ OMG, I finally found out what's wrong with my brain:

What is the NEC chip? I know the D765 (Floppy Drive Controller), but not similar part numbers around it....
