Does this 733/256/133/1.65V cpu need to have a fan? or is the big heat sink good enough?

| no, no fan needed. I have a 733 or a 800 (I cant remember which) running without fan on the heatsink. Nice quiet system for network storage. |

| I just installed it and im getting around 55 C on full load load and the heatsink burns your finger after touching it for 5 seconds, is that ok? |

that is the field test engineers use to determine temperature. and yes it is ok as said. Most cpus mount under the PSU, so that is sufficent to cool them. |
