Will it run it?

I'd like to buy Elder scrolls: Oblivion for PC but i'm not sure my PC can run it, I know my video card and RAM (and other specs) are adequate but my CPU is confusing me, its a dual core 1.73ghz, so naturally i assumed that i can't run Oblivion (that requires 2.00ghz minimum), however when i used 'system requirements lab' (search for 'can u run it?' in Google) it said my CPU was 1.73ghz but was rated at 3.89ghz and thus it said i COULD run the game. Is this right??

Dualcore or single core, do they provide "2gh intel core 2 duo or equivalent" or what?

3.89 is wrong, you have a dual core, it'll be 2 operations ran in parallel each at 1.73 ghz, roughly speaking.

Oblivion requires at least 2 GHz Pentium 4 GHz. I couldn't find dual-core desktop processor running at 1.73 GHz, so it looks like you have a mobile processor - Core Duo, or Core 2 Duo mobile, or mobile Pentium dual-core. All these processors are much more efficient than the Pentium 4, so even one core of those processors runs faster then the Pentium 4 2 GHz. If I'm not mistaken, the Oblivion makes a good use of both cores, so your processor should perform better than Pentium 4 3 GHz, i.e. it's better than the CPU in Oblivion recommended requirements.
