I found this Fluke 1953 timer counter but it has no Intel 4040.
Is there a board missing or what?

Well from the first picture in this thread you can see that the 4040 PCB is piggybacked on top of the "main" power supply board for the Fluke 1953.
So yes, there is a PCB missing from your Fluke 1953.

No board is missing. The D4040 board is a IEEE-488 Remote control board. Not all the fluke 1953A has the board installed. Only the ones with option 15 have 4040 inside. You can see it from the panel on the back of the machine.

I received a Fluke 1953A yesterday and it had the 4040 board.
It was a P4040, which I already had, but I hope to find some other interesting chips underneath the top board.
