SERNO = Serial Number - an American shortening of those words.
I'd be interested in buying that board in the back ground in Picture 6 - looks to have some nice white ceramics on it! _________________ All this has happened before, and it will all happen again...

I guess it's serial number.
"28009" before ASSY is a manufacturer code. The boards were manufactured by Sypris Electronics LLC.

It's an advertising panel of local gold scraper at flea market.
