hi, How could I find that a paypal ID is verified premium acount or not verified acount? That is to see what could be get while only knowing a paypal mail address?

any acount I think. 
I am trying to know if a guy is reliable from it's paypal acount. In my case, I am a verified premium paypal user and has a score of 12
