I have E-Machine w/Celeron600/128/66/1.5V SL46U can I change for Pentium111 1100/256/1.75V SL5QW

It depends on two factors -
can this mobo work with 100 MHz fsb or not
(almost all mobos for coppermine will can, so the answer is probably "yes")
and
support bios this cpu or not.
And keep in mind that PIII 1100 emits much more heat than Cel 600
(around 40 W in peak and Cel600 only 20 W in peak).
