CPU "underclocked" itself!

I have an amd 4200, its supposed to run at 2.2ghz however, when i right click properties in my computer it shows that its nly at 991mhz. Also, i have another cpu that i bought (amd 5600), but when i tried installing it the computer would turn on and thats about it! No beeps nothing, it just turns on but doesnt do anything. I think the problem is my videocard, i have a new nvidia 8600 but my stock psu only goes up to 280 or something watts. When i remove the videocard, my pc boots with the new cpu just fine. Is the new video card also the cause of the underclocking on my old cpu?

I think you have Cool'n'Quiet enabled, and you're looking at CPU properties when the CPU is idle (it idles at 1 GHz). Try to run something CPU intensive in the background and see if the properties show actual CPU frequency.
