CPU Upgrade- Single core to dual core

I'm planning to upgrade my current CPU (Pentium 4 531 3.0Ghz Prescott) to Pentium Dual Core E2200 but I'm hesitant coz the performance increase might be minimal. Pentium 4 has a higher clock speed & has Hyper-Threading support while the dual core has a slower clock speed & no hyper-threading. Do I need to upgrade? Why does dual cores doesn't support hyper-threading?
