When a certain processor has a TDP rating of 65W, What does it mean? Is it the actual power consumption measured during full-load or is it the average power consumption irregardless of load? I've read a certain article at anandtech wherein a Core 2 Duo E4500 idled at 14W(EIST enabled) while it rated 36W during full load. Likewise, the Core 2 Duo E8500 idled at 18W(EIST enabled) while it consumes 43W during full load. Now, my question is: Why is it rated at 65W when the maximum power consumption during full load doesn't even reach 50W? Confused

Because they need a margin for cpu architecture max power drain.

Power consumption acronims are really odd, there have been many and by manufacturer they changed in meaning.

It means that your processor won't dissipate more than 65 Watt, and your fan/heatsink should be able to handle at least 65 Watt.

It's a guideline for thermal solutions. It's not an actual power dissipated by the CPU.
