I have a 1997 computer with an AMD-K6-200ALR 2.9V B 9721EJXW chip on an AB-PN5 Bestkey SMC motherboard. When I boot up, my diagnostics report a 166Mhz rather than a 200Mhz. Do I have a configuration problem or what? Any help about the maker of the motherboard and best configuration for thes processor appreciated.

It's possible that your motherboard is configured to run the processor at 166 MHz instead of 200. Please check the jumpers on the board - they should be set to 66 (bus speed) x 3 (multiplier). In many cases there is information about the most important jumpers (like bus speed, voltage, etc) printed on the board itself, or try to find documentation on the board. I couldn't find any information on "AB-PN5 Bestkey SMC" motherboard, although I found many references to Abit AB-PN5 motherboard. There is a chance that your motherboard is re-branded Abit motherboard - try to download AB-PN5 manual from Abit website and see if it matches with your board:
http://fae.abit.com.tw/eng/download/dlmanual.php?name=PN5&file=pn5e.exe
I hope this helps.
