Change Celeron to Pentium

Does anyone know if the Micro-PGA2 SL584 (Celeron 800MHZ 128MB cache) in a Dell Inspiron 4000 laptop can be changed to a Micro-PGA2 SL5TF (Pentium III 256MB Cache) or something better/similar?

I also wanted to know if the video adapter/card is upgradable as well. Currently it has 8MB of vram but I cannot remember the make.

According to Dell website Inspiron 400 laptops support Mobile Pentium III processors, so you should be fine by changing your mobile Celeron to mobile Pentium III:

As for the maximum speed you can upgrade it up to 850 MHz or 1 GHz processor. See links below to find out which processor will work in your motherboard:
