Mobo: TYAN k8e-s2865
cpu: amd athlon 64 x2 4200+
mem: 4gb ddr corsair hyperX
hdd: st3500320as (sd1a)
OS: XP PRO SP3

One core is basically fully loaded once pc booted from off state, if i do restart cpu load becomes normal. It appears that WCTOMB thread in ntkrnlpa.exe is responsible for this - please check screenshot.
Is there something can be done to have it operate normally from initial boot?
