Cpu usage question

I have a laptop and I am trying to increase its preformance. I noticed in my video card settings that I could make my cpu run at 100 percent minimum and maximum, is doing this safe? And will it decrease or increase my computer preformance?

Well youre question is not exactly clear, but ill try to help.
I havent had any ATI cards in quite a while but , it shouldnt matter that youre cpu runs at 100% when needed, and it will never run at 100% minimun unlless the comp is turned off, thats because just having windows booted up will use cpu power usually only a couple of percent worth.
It should not damage youre laptop to run it at 100% unless the cooling is not good enough for the cpu, but thats doubtful.
Since youre looking at a utility that usually controls the graphics card I dont remember The ATI control panel haveing any control over the CPU in my expierience, but like I said I havent had an ATI card in quite a while, so if someone else here has currently got one and can help with more specifics ples feel free.
Also when you say you want to increase youre laptops performance, in what way are you talking performance, like better performance when running games, better performance in saving battery life, better performance when starting up......
The term better performance is a pretty general statement for anyone to answer in depth until they find out what it is exactly you want to perform better.

Since the cpu speed is being adjustable in the ati video graphic card setting I am trying to increase the performance of games mostly. I am just not sure if they would run better at 100%max cpu useage all the time or if they would run better if I gave them the ability to go to 75% to breathe.

The cpu is used when necessary, and combined with the priority given to the task.

The cpu has a schedule to make calculations, so there is a schedule for priorities too.

Minimun and maximum is in that range of thought, so it's just not solving your problem as all games get a "normal" priority unless specified for "critical" or other higher priority.

Don't be too bothered, if you want more juice out of your laptop you have to overclock or optimize cpu usage by closing other programs down.

If you could post your laptop's specs it would be of great help to help you.
