Downgrading

I have a Dell Precision M4400 with a Intel Core 2 Duo CPU T9400 @ 2.53GHz

The computer turns on and runs fine until I shut it down and restart.
It tries to boot then It gives me 3 blue lights flash on on.

I would like to buy the cheapest CPU I can put into this motherboard for testing.

This is a list of supported processors for the chipset:

It doesn't list all socket P processors with 800 MHz FSB. The less expensive ones, that should work in your laptop, are Celeron 900, Celeron T3000, and Pentium T4200. BTW, Intel site says that the chipset supports 667 FSB. If it does then you can downgrade to Celeron 575 and 585, Celeron T1500, T1600, T1700, or Pentium T3200.

Thanks Gennadiy!

I found A T6400 Core 2 Duo 2.00ghz in my stock that worked!

Unfortunately the same problem came up.

Works fine then shut off and start up again to boot with flashing lights only.
