I asked CPU manufacturer, now it is called Intersil, about this CPU and received an answer, here it is:

The R1787 suffix on the part was a custom spec. Here is the description "68 PLCC 0+70C 5.0V 20.0MHZ 16 BIT CPU". So the device was a 20MHz device. It should function the same as CS80C286-20 device. We do not have a datasheet for part as it was a custom spec.
