It is 16 by 16 parallel multiplier. You can find datasheet for low power version IDT7216L at datasheetarchive.com:

7216 is pin- and function compatible with TRW MPY016H/K and AMD Am29516

And here's datasheet for Intersil's version HMU16/883 with nice Metallization Mask Layout drawing:
