what is this 2 Fairchilds near the Cpu? peripheral rom's???
Some Same white ceramic also on other board's .....

Those are probably 3851 or 3856 program storage units. They are mask programmable, which explains 95831-xx numbers (custom mask codes) on the chips. In addition to ROM, the PSUs also have some memory addressing logic, program and data counters, I/O ports, interrupt logic, and a timer. It was possible to use more than one PSU with a single 3850 ALU.
