QX9650 vs Q9650 differences

Other than the TDP, is there any difference in performance and overclocking potential between the Q9650 and the QX9650?

No difference in performance in stock.
QX has unlocked multiplier but Q has newer stepping (probably slightly more energy efficient).
If you use LN2 QX will win (Q will be imited by fsb), but for daily use Q might be better.

QX9650 could be overlocked to 4G. but Q9650 couldn't?

Using Intel as a source, the Q9650 processor has VT-d while the QX9650 processor does not. Additionally, the Q9650 processor has a higher T-case(71.4C vs 64.5) and it has no FSB parity, while the QX9650 does. The Extreme version also doesn't have Trusted Execution Technology.

Q9650 is the E0 stepping, so it has some newer technologies and instructions.

In most real-world applications the chips are essentially identical at stock speeds.
