Help ID P4EE / Xenon Unlocked Engineer Sample

I got this "Mystery CPU" when buying some local parts, He "Threw it in on the deal" saying it was a P4 Single Core engineering sample he got from a local Intel employee. This was about 3-4 years ago. There are NO laser etch markings on the top of the CPU. I tried it in some El-Cheapo 775 motherboards I had but it wouldn't boot or post, I called him and thought maybe it was a dud. He stated that he got it to work in a very high end board, most likely the stepping etc was wrong. I am building a stand up MAME arcade game with spare parts and I figure it's old enough now to find a cheap board. I got it to work in an econo ECS 945GCT-M3 by installing a working CPU, going into the Bios and changing the settings, I.E. the multiplier unlock etc then swapping the processors between re-boot. The CPU posted as 14 x 266 6.0GHz processor. It will actually run quite fast with no errors and no overheating with a cheap aluminum Zalman heatsink / fan so just for squirts and giggles I ran CPU-Z, Lavalys and the Intel utility on it only to find out that each program reported different results, one says P4EE, the other says Xenon. Once I started researching I could not stop. The less I found the more intrigued I got. I started checking the Specs of the CPU in side by side comparisons on the Intel Website. The best clues I found are the F.4.A. Family, the 14x multiplier and the (RO) stepping. I just can't seem to find a processor where all 3 of those line up. Maybe this is an oddball that was never released? Maybe the MoBo is posting wrong? Maybe both?

Any help would be very much appreciated.

It's a Pentium 4 EE 3.73GHz. Single core, Prescott-2M.
14x and 266MHz bus is correct.

fun part is that production samples were N0 stepping while your ES is R0. The core itself is similar to Irwindale Xeon core - that's why some (old?) software can't get it right.
