This is one of those rare machines that used an Intel 4004 compatible CPU as its brain. The M900 turns on as shown and is sold as vintage as is and untested and for parts only. I am assuming that the fact the machine turns on with some numbers displayed on the display at least means that the NS4004 chip is working too  The NS 4004 needs the following supporting chips and they are on the board too (the whole family!!!).
