This is the Teledyne logo, but is this a CPU?
LED display chips are attached to this small board.

Nope, A/D converter -> 7 segment LED driver

Are obscure chips like this worth keeping if they are from a well known tech company like Teledyne?

I don't think so...common 7107, lots around and you can still buy them (current production) from Maxim/Intersil for about $7. Useful chip, but not for collecting IMO
