Need help with an eBay Auction

I won an Auction on eBay a few hours ago with my delivery address to AVICC

When I went to Pay a few minutes ago eBay kept coming up with a message saying that they could not complete the payment and to contact PayPal support.

I contacted PayPal support and they told me that the seller needs to change their preferences before I can Pay.

I have messaged the Seller telling him all this and he has responded as per below:

"If your billing address on your PayPal or credit card is outside the US, your payment will be blocked.
It's company policy that I can't change. Do I need to cancel the transaction? Please let me know."

I have the funds in my PayPal account and the Seller is based in Oklahoma City

Do I have any other options?

You could ask if they will provide details for AVICC to be able to pay. If they do you could possibly provide John's phone number for the exchange of email addresses (as eBay block messages with email addresses). Might solve the problem. Another option is if he accepts bank transfers, although that is obviously more risky.
