Not pure videocard, it's also scsi-controller and have some other ports.
And it's not pci-x.
Often it's hard-to-impossible to find an info on such custom compaq/hp/ibm cards.

It's a multi-IO card with a custom bus interface. Elsewhere in the target system was a CPU card w/ system memory.

Maybe remote control card used in compaq server. Some exotic edition, has strange bus. Cpu is often there for remote connection use. These were combined with various drive raid controllers.
Something like this one - http://vgamuseum.info/index.php/cards/item/716-compaq-remote-insight-lights-out-edition

Might be also only multi io card without remote control. Compaq liked using these in servers, you had there a lot of free ports then. But seen server that required this kind of card to boot. These were named Server Feature Board.
Examples - with SCSI and Rage IIC PCI

With SCSI or ATA using Rage XL
