Creating CPU from Scratch

Has anyone created CPU from existing discrete logic ICs? I was rather surprised with the Voyager program that they build custom CPU using radiation-harded CMOS 4000 series along with custom ICs

Many early designs like pdp-11 had CPUs from TTL logic.
