I suspect ALL 2758 EPROMs are actually 2716s

(like most all 2704s are 2708s)

2758 data sheet specifically states that pin 19 (A10 on 2716) must be tied to logic LOW. Except for sSpec S1865 where it's tied to logic HIGH.

right because S1865 is set up for Active Low inputs so to 'ground' an input, it needs to be pulled high

It simply means that S1865 uses working upper half of 2716 and "regular" 2758 uses working lower half.
