Hello,
Ubuntu or Linux distribution should work with celeron not only with mobile i5/i7 . if this is old CPU you should pick a 32bit Linux even it is possible to use an dated Linux distro version. For better technical judge you should list cpu model and/or laptop model for better research which cpu support that latop. Some laptop have soldered cpu so it is very difficult to replace cpu and require special equipment(and profi skills) . |

Assuming this is a 'desktop' type Celeron (i.e. removable!), I'm guessing this a Willamette-core Celeron. The succeeding Northwood architecture went from 1.6 GHz to 1.8 GHz.
You should be able to upgrade to a Northwood P4 2.8 GHz, as these both use Socket 478. And although the P4 has a bigger cache, and runs a lot faster, its TDP is only a fraction higher, since Northwoods had a lower V-core.
