How do we monitor changes in a file system?

Are there IT experts around? I need help on how to check the users who edited or created a file in our Linux system. Is there another way to monitor the changes made? I think, it would be more safe if our system has a file change notification mechanism. How can we do that? I've been hearing about an identity services to users in terms of authentication and privileged access? Would it help?

I hope I can still provide info. I only read about this, I do not have the idea of how it works but you may check about using inotify to monitor a directory or file for changes.

There are few monitoring tools that could do the job. try inotify or gamin
