Need guidance on memory issue and (over) max physical memory

Hi,
Newbee here... I have an Asus notebook that I do a lot of A/V projects on. I use to be able to run a scan,download a program ,make a video in movie maker another in videopad,have 8 tabs running while watching my music video collection in MPC-HC without any problems (in Win Cool. Then came Win 10 and all the problematic updates. Now I can't save a MM video and watch my videos without stuttering ,as one example. It appears time broker freezes up task manager and system interupt is frozen in red at 100%. Close one instance of time broker and it "breaks free". CPU is almost always at 100% mostly from ANY browser... running up to 70% but videopad/moviemaker/freecrop also run at 70-80% cpu while processing.
I've tried for over a year to fix this. Reinstalling windows simply restarts the problems from the begining . I ran a diagnostic in perfmon (didn't realize that was available till now) It said excessive paging,memory low,upgrade physical memory or reduce load. Wasn't that much of a load....
avg disk queue length "mean" was 2. Memory was "busy" at 93% , 260mb avail.
DISM &SFC usually come back clean other than some bloat removed items. Seems I have to run chkdsk /r once in awhile as it gets buggy. Pc's like 465G with 400G free. I'm clearing cache,IP renew,winsock...the usual. I do have several ext HD's attached most the time thru a powered hub.

I'll add system info below....
I"m no PC expert so I'm hoping someone with more knowledge could point me in the right direction. Maybe something in the info stands out that I'm unaware of.

If not....
I have an ASUS X551MA with a 60NB0480-MB1501 board & Intel Celeron N2815 1.86GHz CPU
as listed here:

It says 1 memory slot/taskmang says 2, one open. According to Asus it's limited to 4 GB phy. memory but on CPU Worlds, N2815 CPU Specs it says 8 GB... not the same thing?
I seem to recall this notebook had an 8 GB option for more $$.
Has anyone attempted to surpass the 4 GB max? successfully? I've read some people have had success with certain boards but didn't see any ASUS results. Maybe better chance with 6 GB instead of 8 GB?
Now, if you think I'm going at this wrong please let me know. I'm disabled with limited income so really not looking to upgrade the PC. Is there another option to make up for the lack of memory? maybe more virtual memory?? Or some GPU instead of CPU? or??
My pagefile is 8GB, maybe delete it and start fresh? There is an updated bios avail as well. I think I have to use Rufus & put it on a bootable drive.I started to update it but didn't realize how much that entailed.
Do they usually come out with new BIOS versions because of issues with the current one?
Anyway, sorry this is so long. If anyone can help I'd really appreciate it.

With just a celeron, I am amazed if you ever had that many processor intensive apps running simultaneously.

The readout says you have 8GB memory. Are you running the x86 or the x64 version of Windows? x86 OSes can only see 4 GB.

On a more personal note, I find green text on white hurts my eyes.

Well, I guess we're even. Your processing box got me for a second. You don't need a forum to tell you what that is if it were actually in my system. Offset and blends like it's wearing camo. bravo...
I may have exaggerate a tiny bit on processes running at one time. I normally would not try to "save" a video on both editors at once but all the rest while downloading and a virus scan or ole Ccleaner running on numerous occasions without a hiccup. Now I wouldn't be able to start half of that let alone run them all. I hated 8 but would go back in a sec if they hadn't tossed my key when I uped to 10. Can't even install 8 without it then they tried to say my 10 key wasn't valid. They gave it to me!
I'm running win 10 pro x64. The 8 GB you saw was the processor specs. I just double checked sys info to make sure. Installed Physical Memory (RAM) 4.00 GB

If you are running Windows 10 Pro x64, that on its own will use most of the 4GB, so any apps that need more memory will be using your pagefile. That will always slow down the system. If you can add another 4GB RAM, that will be a vast improvement, as you will not need the pagefile anywhere near as much.

On this PC (AMD A8-3870K), Windows 10 Pro x64 with just a few browser windows active uses over 4GB. I suspect that is your problem.

It should support a 8GB DDR3 SODIMM.

Second-hand DDR3 is fairly cheap, so probably worth upgrading.

Otherwise if you want a much better machine (and don't mind something kinda chunky), I'd recommend looking in to second-hand workstation laptops. The Dell Precision 7xxx series and HP ZBook 17's come to mind.
