From the part number and appearance it looks like a northbridge. From the date and part number, possibly something to replace their 82965 etc.

This should be a x58 IOH.
Released AC82X58 part have different capacitors layout but early promotional pics looks exactly the same.

The EB820231H QN81 ES is not listed here.

Sounds about right since this was made in 46th week of 2007.
