laptop p4 cpu speed problem!

hi guys, another newbie to this forum, but hope you guys can help.
Right, Ive been making tracks for 4 years now, and eneded up purchasing a 3.6ghz pentium 4 laptop.Its never performed amazingly, and now im running pro tools with an mbox and its getting ridiculous. The CPU gets eaten straiught away, i have no other tasks running, ive done all the obvious tweaks and the music xp tweaks. Paid so much money im getting pissed off.
So, i ran CPU hot check, and it appears the name of mine is a 3.06ghz, but the actual speed is only 1996mhz! Someone help me, its stopping my creative flow!

check this out, its my system general view....notice the 1.60 underneath a 3.06?

My power scheme is always on, my buddy has a 2.4ghz and his system is showing 2.04 and then 2.04 beneath it!
Why is my cpu running so much lower thanit should be?
Pentium 4 3.6 ghz (running at 1.9?!what!!?)
512mb ram
60gb hard drive (300gb external usb2)

Is it running some sort of speedstep technology, throttling the CPU speed when its doing very little to save on battery power. Try running something like Prime95 to stress the CPU and then check the CPU speed.

Just followed a microsoft tutorial to find max clock speed and it says i have a 3.06ghz but the max clock speed is 1599mhz!
THIS IS MAD!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
PLEASE PLEASE HELP!!

That will take 10hours. If my max speed is 1.60, and its running at that, is there any point?

No it wont. Run a prime95 stress test and while its running check your CPU speed. It'll take less than 5 mins. That way you'll know.

Lol, your cpu is probably not 3,6GHz...
