SMC8008B?

I found a SMC8008B and I want to know if it is an 8008 CPU.
I tested it through the Test-system board, but the output LED sometimes does not light up, sometimes only partially, and the buttons do not work.
The pins of this IC became black and I used sandpaper to polish it before testing.
I can't find out anything about it, does anyone know if this is an 8008 CPU, or what it is?

Pretty certain in is a baud rate generator, 8008 is likely the date code.
