These are a strange AMD 2nd source of the Intel C8316 16k PROM.
They are marked as a P8316 but in a gold/ceramic package, and a custom house marking as well, perhaps a customer spec'd 'P8316' for the part number with no regard to the actual package.
They all date from 1978
