These are 1.2 micron 2128 gate ASICS made for SAFRAN (SNECMA) the jet engine company of France.
ELECMA was their microelectronics dept in charge of making the Engine controllers. These are most likely part of their project with GE in the late 1980s to make a FADEC (Fully automated Digital Engine Controller) engine control systems.
