long key/short key PDIPs

I noticed that certain PDIP packages have either a long or short key as shown in the images below. Is there any significance to this or is it just variations in manufacturing?

I always thought it depends only on what kind of equipment is used to package chips. If there is really any real significance to it I'd like to know it too.
