Are 400mhz fsb p4s compatible with all 800mhz fsb p4 motherboards?

no.
firstly, check socket (there are three types of P4 sockets: S423, S478 & LGA775)
secondary, check list of supported processors for concrete motherboards, because there are some issue.
For example, not all MoBos on i865 chipset can work with Willamettes...
