Yes that's normal.
many 286/287/386/387 don't have sspecs.

As regards 386, at least the following are sspec-less

A80386-16
A80386DX-16
A80386-20
A80386DX-20

I think S##### number on this chip can be treated as an earlier s-spec number. Other Intel A80386-20 processors have exactly the same number. Similar numbers are on other Intel processors, they are even on some 8085 processors (S2631 on 8085, S2630 on 8085A). In same cases the same number can be on CerDIP and DIP chips , for instance the S2631 is on C8085 and P8085, this is why I think that the numbers originally meant to identify the core, not just everything about the chip.

BTW, I already collected some of these number, I'm still unsure if I need to add them to S-Spec database or not.

I treat them as a sspec until I know otherwise for sure.

I think that them aren't sspec because for example the SD18 refers to three diferent speed 386 (DX20, DX25 and DX33)
