Intel CPUs have voltage identification (VID) pins that tell the motherboard what voltage should be set for this CPU. Some S-specs have fixed core voltage, i.e. their VID pins are always programmed the same way. Other S-Specs may have multiple core voltages, their VID pins are programmed differently depending on their core voltage. These are the chips with multiple VIDs. For these chips CPU-World's or processorfinder's S-Spec pages usually show a range of core voltages.
