Intel PIV ES multiplier

Hi,
How it is with muliplier in PIV ESs ? It is unlocked to any value (i.e. 25x max) ? Or just in small range ?

Actual I don't have motherboard with option in BIOS to change multiplier. My current Asrock show value but not available to change it.

I have Prescott ES 2,13 with multiplier 16x. Everest show min/max multu - 16x/16x. So it seems to be locked !?

Next is Prescott 2,4 Ghz with multi 18x. Everest show 14x/18x

I'm a bit confused.

some intel ES are completely unlocked, and some (usually later ES) are locked.
