any idea what`s different between HP RICS 7100LC chip Version 2.1, 2.3 and 2.4?

That'll be the core revision. It's the equivalent of Intel's sSpec for chips with the same part number and basic spec (different manufacturers have different ways of indicating the revision, and not all publicly publish information on what changes occur between revisions).
