hello, wat cpu its better intel pentium 4 cpu 3.20 ghz or cpu intel pentium Dual core 2.66GHZ ?, sorry for this question but i dont understand very well of cpus

It depends on what you're going to run on your computer. If you'll be running mostly one program at a time, and you want to have maximum performance when running this program then go for pentium 4 cpu 3.2GHz. If you going to run multiple programs, like encoding some audio/video files in background then go for Pentium D. If you're not upgrading and looking to buy a new processor and motherboard, or a complete system then buy either Athlon 64 X2 or Athlon X2 (cheaper with good performance) or Core 2 Duo processor (more expensive with very good performance).
