Here is the sentence : "...we understand that in the world of SoC design "off the shelf" IP is not always the best fit"
I think IP here is integrated production, SoC is obviously System on Chip

'off the shelf' means already existing.
You can buy a block of IP already made (and tested) by another company.
So what it is saying, is that sometimes, when you make a SoC, an existing design wont always fit yours needs, you may have to make something custom. _________________ New for 2025! The CPU Shack has a co-processor!
