| I put a 3.2 ghz processor in my brothers old compaq computer and its running at 1.4 ghz. Does anyone know why this could be happening and what I could do to get it to run at full speed? |

One explanation could be that your processor have SpeedStep enabled, so your processor is running in battery-optimized mode when you look at your CPU frequency. Try to run something CPU intensive in background and see if your computer reports different frequency.
Another possible cause - your CPU runs at lower FSB than it supposed to. It doesn't seem to be the case here because your current speed would be different from 1.4 GHz.

Try
a) updating the BIOS of this PC to the latest revision available
b) monitoring the CPU temperature with utilities such as http://www.almico.com/speedfan.php |
