P = Pentium
CPU = Central Processing Unit
5V = five Volt
60 = 60 MHz core frequency

I'm almost sure it's a boxed Pentium 60 processor. Similar named PCPU3V75 - PCPU3V100 are boxed processors. Also, PCPU5V60 doesn't have a specification number on it, and according to Intel specification update a Pentium 60 without s-spec number is a boxed processor.
