Seem to be possible

http://www.qdigrp.com/qdisite/eng/products/Kudoz7.htm

my suggestion is from this page download and update your bios at the latest version available, from the same page download your manual and control on your motherboard if all jumpers are setted on jumper free mode (so the bios detect automatically the right CPU's settings FSB/Multipler)
use a good heathsink/fan and a bit of thermal paste when installing the new CPU and then enjoy it.

I'm sorry in advance if I making some stupid questions but I would be sure all settings are right

are you sure your new CPU work?
if you return at your old 1400 it works?
are you sure you flashed the bios in the right mode?
can you access at the bios?
when you power on the PC do you hear the hard disk work?
on the board are you sure the Overclocking Jumper Setting ( JFSB ) is OPEN (133 MHz)?
on the board are you sure the CPU Bus Ratio Selection ( JFID ) is CLOSED ?
on the board are you sure the CPU Core Voltage Selection ( JVID ) is OPEN ?

if all is OK try to clear the CMOS with the appropriate jumper on the motherboard (remember to unplug the AC power supply first).

try to reconnect the monitor cable

now it must work!!

but if it don't work may be your motherboard don't support the Thoroughbred core CPU's (like your) but only Palomino core CPU's (I'm not sure of this)
