Laptop (acer) has 4g of ram now,will maxing the ram(16g) help the cpu be more stable? IE-heat and power consumption. is my thinking right here?

Adding RAM won't make a CPU more stable. Your laptop can get unstable (or slow in response) due a lack of memory; either upgrade memory or use less applications in order to reduce memory usage.

Power consumption can be lowered by reducing load on your CPU (running less applications), or by lowering the brightness of your screen. You can try undervolting the processor but this might get too technical.
