Heartbreak one

My friend gave me an HP Pavilion a709 which only contained the CPU, MoBo, PSU and RAM. I wanted to get it working so I could give it to my little brother. I put in an HDD, CD-ROM and all that necessary stuff. I powered it on, and it worked fine, but the HDD contained a lot of viruses. I wanted to reinstall Windows so I brought it down to the office computer and used it's cables so I could use my PC while it's formatting and installing WinXP. When I powered it on, I got a beep code and the screen was black: A long beep and it was looping. It sounded like this:
BEEEEEEEP <pause> BEEEEEEEP <pause> BEEEEEEEP <pause> etc.
I need to know what BIOS it uses so I can find out the problem.

To not post a new topic, I will ask here.
I found a chip which looks pretty nice. It looks like an EPROM, but the die looks like a micro controller die. It looks like this at the top:
PIC16C63
/JW
9832HBR
Manufacturer is Microchip
Is this a common or rare chip? And what is it for?
